Methods

Investigations of the Dutch Safety Board contribute to a safer Netherlands. The Dutch Safety Board is independent from the government and other parties. The Board has a legal obligation to conduct investigations after aviation, shipping, industry and railway occurrences. In other cases, the Board can decide which occurrences and topics to investigate. Investigations of the Dutch Safety Board must contribute to:

  • offering certainty about the cause of an incident, or
  • raising safety issues that do not receive sufficient attention, or
  • improving learning capacities, or
  • resolving deadlocks.

Not all incidents can be investigated. The Dutch Safety Board therefore decides whether a specific investigation would have added value. It may decide to open an investigation in case of:

  • considerable social unrest
  • because new lessons can be learnt
  • a suspicion of structural safety deficits in a sector

In addition, the Dutch Safety Board looks at whether other parties are investigating the same matter.
