An (exploratory) investigation begins with collecting all relevant information. For example, the parties involved are interviewed and data files and documentation are requested. Investigators also search accounts, logs and recorders for relevant data. They determine which parties are directly involved and what parties play a role in the background. An investigation into a specific incident often starts with a visit to the site of the incident as well as a technical investigation of installations and constructions.
One of the outcomes of the collected information will be an account of the facts, which will have a prominent place in the eventual investigation report.
